Committees

Technical Committee

This is a committee performing investigations, drawing-up of specifications and the like regarding data formatting and terminologies, and “application programming interface” (API) to use data based on applications, as its activities towards the standardization of technical aspects so as to provide, acquire and use data in a machine-readable manner, for the sake of creating an environment where open data can be utilized smoothly.

This committee has been not only conducting investigations and documentation of technical aspects related to the existing open data, but also preparing technical guidance concerning the creation of data suitable for the open data environment, as well as “System Specifications for Open Data Distribution Platform” (FY 2012 and FY 2013 versions). In parallel with such activities, the committee has also been conducting research activities towards international standardization of the results of its investigations/examinations.

Data Governance Committee

This is a committee having an objective to examine the most appropriate state of schemes in respect of matters of keen attention from the viewpoint of rules and governance, such as legal systems and administrative methods applied at the time of making open the information owned by the national government, local governments and private companies, and to make recommendations to the government, etc.

The Committee, jointly with the Technical Committee, published in FY 2013 an open-data guidance delineating the rules and techniques that can be referenced at the time of making the information owned by the government, local governments, etc. publicly available, and has been renewing and administering the section on use rules of the guidance.

Municipality Subcommittee

This Subcommittee is mainly composed of representatives from municipalities, and is investigating points where rules are not clear enough (namely, so-called gray zone) at the time of municipalities’ making open their data, and is finding out issues to be solved.

The objective of this Subcommittee is to seek the most appropriate method for municipalities’ actually making their information publicly available, by submitting results of their examinations about the issues to the Data Governance Committee and receiving feedbacks from the Committee.

Utilization and Dissemination Committee

This Committee is a committee to implement the transmission and sharing of information related to open data and big data, and also to perform investigations about possibilities of new services from promoting open data. Supporting members can also be among members of this Committee, and discussions are being conducted by industry- academia-government collaboration.

Data Practical Use Consideration Subcommittee

This subcommittee aims to promote open data usage by standardization of a data format.
As many local authorities become to supply open data today, it is needed to standardize such a data format beyond local authorities for promoting more usage of open data.
Therefore we'll consider the current state of the information disclosure by local authorities, problems of the standardization of data format and promotion plan of the standardization which takes up "the road traffic regulation information", "the soil strength information" and "the authorities administrative information" as the advanced cases through about "Research about the promotion of stadardization of open data formats in FY 2016" by Ministry of Internal Affairs and Communications. Moreover,we'll extend the theme to other areas from now on.

2020 Open Data City Promotion Committe

This Committee assumes the role of undertaking examinations towards the development/improvement of the “information and communications technology” (ICT) showcase in community development towards 2020, such as the management of cities and regions based on the utilization of open data and big data, as well as the development and introduction of ITC advanced technologies to facilitate such management. The Committee fosters human resources having data-utilization capability required for that purpose.
